Utoro is a small working fishing port which also doubles as a tourist resort and principal access point for the beautiful Shiretoko Peninsula National Park.

Steller's sea eagle in HokkaidoThe town is split into two levels, the lower area round the port being mainly for the locals with the exception of a couple of hotels and guesthouses, and the upper being the resort with the majority of the big tourist hotels.
